City of Charlotte Cohosted E-transportation Celebration at McNeel Apartments 

On August 20, the city’s Corridors of Opportunity program and the Office of Sustainability and Resilience, in partnership with DreamKey Partners and Trips for Kids, hosted a ribbon cutting and celebration in honor of the car share and e-bike programs activating at McNeel Apartments. 

Bringing both electric vehicles and e-bikes to the property succeeds in increasing mobility and providing accessible transportation options for residents while helping to close the first-mile/last-mile gap and contributing to a 50/50 mode shift goal. 

“It is with great joy that we celebrate the activation of another affordable, electric car share program in one of our Corridors of Opportunity,” said Heather Bolick, Charlotte’s Chief Sustainability & Resilience Officer. “The car share and e-bike programs will turn McNeel Apartments into an e-transportation hub, helping residents move themselves forward in environmentally friendly ways.” 

Carolina Carshare is a service providing 24/7 access to all-electric vehicles on an hourly basis. Residents can book a car to run errands, grab groceries, drive to a job interview, pick up kids from day care and more. McNeel Apartments is the second location in Charlotte, following Peppertree Apartments, which was activated in April 2025. 

The city’s e-bike program is a joint initiative born from the shared vision of the Truist Championship Foundation (formerly the Wells Fargo Championship) and Corridors of Opportunity. It provides e-bikes to residents within the corridors and is designed to empower users with the training and support needed to transform their daily transportation options. 

As key collaborators, DreamKey Partners helps identify qualifying residents and Trips for Kids provides essential training and maintenance, so the program delivers comprehensive, wrap-around services that encourage and sustain long-term rider engagement. 

The car share and e-bike programs at McNeel Apartments are not the first time the city has invested in the property. Completed in 2010, the city provided $908,317 from the Housing Trust Fund and $430,000 from the HOME Investment Partnerships Program, resulting in 12 of the units being available at 30% area median income (AMI) and 36 units at 50% AMI.
