Rock Hill delays decision on Riverside on the Catawba

The Rock Hill City Council is postponing for a second time a final decision on a rezoning petition for the Riverside on the Catawba project.

The council had been scheduled to vote at its May 23 meeting on whether or not to approve Premier Design Solutions request to rezone and annex 32 largely vacant acres just south of the U.S. Highway 21 bridge for residential and commercial uses.

But, according to Senior Planner Leah Youngblood, the item was removed from the City Council’s agenda to give the developer more time to finalize a revised site plan and provide details on a proposed connector from the north side of Cherry Road to the Carolina Thread Trail.

In addition, Youngblood said, Premier Design Solutions is still in land negotiations for gaining access to the site from Dunkins Ferry Road.

“The site plan has largely been revised, and the trail issue largely resolved,” Youngblood said.

The council on May 9 postponed the second of two readings on the rezoning because of these issues. In addition, the city staff said that Premier Design Solutions’ site plan needed to be updated to meet city standards for dumpster locations and fire truck access points. The council unanimously approved the first reading on the petition on April 25.

The City Council is now scheduled to vote on the petition at its June 13 meeting.

The proposed $70 million Riverside on the Catawba would bring up to 300 apartments and condos and 235,000 square feet of office, retail, and restaurant space to the tract on the east and west sides of Cherry Road. Plans also call for a 130-room hotel.

Premier Design is seeking to break ground on the project by late summer. Development would be completed in several phases over the next two to three years.
