The Concord City Council voted unanimously Thursday to approve Vulcan Materials Inc.’s rezoning request to expand by 67 acres its quarry and dirt storage operations on the east side of Trail Road.
The city annexed the tract, which is northwest of Goodman Road, in late 2015 and was informed at the time of the proposed use of the property.
Vulcan sought a rezoning to heavy industrial district from countryside residential and institutional district.
Concord’s Planning Commission and planning and zoning staff recommended approval of the rezoning. The staff said that designating the site for industrial use would be consistent with existing land uses to the south and that the property is not conducive to residential development because of limited road access.
The staff also said the expansion of the quarry and associated mining activity on the property is subject to a special-use permit, which will require that the property owner submit a site plan. Eventual access to the site will likely be through the existing quarry, Vulcan Materials told the planning staff.
