But work remains, including crafting agreement

"At this point, there has been no conceptual plans developed," said Kurt Hartman, senior managing director of Hines. "It's really been based on what your prior experience has been. We will need to get with NCDOT to craft an agreement, a predevelopment agreement, to understand who is doing what."
