The Rock Hill Planning Commission and the city’s Zoning Board of Appeals approved requests Tuesday from Pleasanton, Calif.-based Ross Dress for Less Inc.

Ross made the zoning and variance requests so that it can construct a freight terminal on 166 acres at 525 Springdale Road.

The proposed Daisy Distribution Center would include a two-story, 65,400-square-foot office space and 1.6 million square feet of warehouse space. It is expected to be built out and in operation by 2017. It will operate 24 hours a day, five days a week.

The planning commission approved the site plan for the warehouse, which is allowed under current zoning. The appeals board granted an exemption to the industrial zoning because the property sits within a required 250-foot separation area. According to the planning commission’s agenda, Ross is proposing to provide a 250-foot buffer between the closest residence and any activity on its site.
