For the second year in a row, Chief Executive Magazine has ranked North Carolina No. 2 on its list of the best states for business.

The ranking is based on surveys of more than 550 U.S. CEOs on issues such as taxation, regulation, work force quality and living environment.

Texas was No. 1. Florida was No. 3.

“North Carolina workers are 10 percent more productive than the average U.S. worker,” Keith Crisco, the state’s secretary of commerce, said in a statement issued by the governor’s office. “Combine that with leadership that makes strategic investments in infrastructure and technology, and it’s no surprise that we land at the top of the list time and time again.”

South Carolina came in at No. 8, up from 10th place in 2010.
